Pediatric Influenza Recommendation

Date: April 30, 2004

From: Howard Backer, M.D., M.P.H.

          Acting Chief

          Immunization Brach

          Department of Health Services

This fall, flu vaccination will be recommended for all children 6-23 months of age.  Influenza vaccination continues to be recommended for high-risk children of all ages: those with asthma, cardiac disease, sickle cell disease, HIV, and diabetes, among other chronic conditions.  Studies estimate that only 40% of high-risk children are immunized against the flu, often due to lack of coordination between primary and specialty care.

CHDP Recommendation of Dental Referral Beginning at One Year of Age

The purpose of this notice is to inform providers of the new CHDP recommendation to begin referring children to a dentist at one year of age, and to provide changes to certain documents reflecting the new recommendation.

Background Information

Dental caries is the most prevalent infectious and chronic childhood disease (five times more prevalent than as asthma).  Early childhood caries (ECC) often starts as soon as the first tooth erupts, around 6 months of age.  Studies show that more than one-third of children have dental caries by the time they reach kindergarten.  ECC affects children all racial and socioeconomic groups; however, there is a higher prevalence in children of low-income families, where it occurs in epidemic proportions.

Automatic Medi-Cal Enrollment For Infants Through The

CHDP Gateway

Date:            May 14, 2004

From:            Marian Dalsey, M.D., P.H., Acting Chief

                      Children’s Medical Services Branch

                      Department of Health Services

Effective June 1, 2004 CHDP Gateway will automatically allow enrollment of eligible infants under one year of age into Medi-Cal, without requiring their parent(s) to complete a joint Healthy Families/Medi-Cal application (MC 321).  Through a single CHDP Gateway transaction in the provider’s office, eligible infants will be enrolled in full-scope, no-cost Medi-Cal.  These infants remain eligible until their first birthday as long as they continue to meet eligibility requirements.  With implementation of infant enrollment, providers no longer need to make newborn referrals.

Eligible infants are those under one year of age whose mothers had Medi-Cal eligibility at the time of delivery, who lived with the mother during the month of birth, and continue to reside with the mother in California.  Those eligible include infants whose mothers were enrolled in a Medi-Cal Managed Care plan, as well as those whose mothers had Medi-Cal with Share of Cost (SOC) that was met at the time of birth.

A supply of infant enrollment flyers entitled Important Information for Parents of Infants Under One Year of Age will be shipped to local CHDP providers within the program who may serve infants under one year of age.  The flyer is intended as take-home information for families.
